Fulton County Commissioner Mo Ivory went viral after personally bonding out non-violent inmates to highlight the jail's overcrowding crisis where residents remain jailed over bonds as low as $50.
The report “Path to 1,000″ by the nonprofit Community Over Cages recommends a series of actions that would limit the population in the Rice Street facility to 1,000 inmates.
