MANCHESTER - Incumbent Jay Moran has declared victory in Manchester's mayoral election Tuesday, with Democrats expected to join him as the Board of Directors majority. Unofficial results from the Secretary of the State's office placed Moran ahead of Republican challenger Zachary Reichelt with 8,388 votes for Moran against 3,581 for Reichelt.
