San Antonio Crime Stoppers is offering a cash reward of up to $5,000 for information that leads to the arrest of the driver who struck and killed Joseph Smothers in September. San Antonio police said Joseph Smothers was in the roadway in the 5000 block of Fredericksburg Road on Sept. 7 when a white 2020 Toyota Tacoma crashed into him.
