The Pahalgam terror attack took place on April 22 at Baisaran Meadow, where terrorists opened fire on tourists, killing 25 Indian nationals and one Nepali citizen.

Denial has remained Pakistan's modus operandi, be it the Kargil War of 1999, the Mumbai terror attacks in 2008, or now the Pahalgam terror incident. Despite initial denials, Pakistan's U-turn keeps it in a Catch-22 situation.

The attack comes after years of relative peace, punctuated only by relatively minor violence, something that the government of Prime Minister Narendra Modi has attributed to improved security in Kashmir ever since the revocation of Article 370 of the Indian Constitution in 2019, which gave the then-state of Jammu and Kashmir additional autonomy.
